Dubai Municipality has announced a project to fully automate the issuance of building permits using artificial intelligence, removing human intervention from parts of the approval process and cutting turnaround times from days to minutes.
The initiative, led by the Building Regulation and Permits Agency, will see an AI system read submitted architectural drawings and documents, check them against the Dubai Building Code and other technical requirements, and issue permits automatically. It will initially apply to private and investment villas.
What the AI agent will actually check
The system is designed to verify plot planning requirements, review architectural designs, assess mechanical, electrical and plumbing systems, and validate structural safety. It will also cross-check data across the various submitted documents and generate the building card information required for a permit, tasks that currently require manual review by engineers and municipality staff.
A three-phase rollout over 26 weeks
Dubai Municipality plans to implement the project in three phases spanning 26 weeks in total.
The first phase focuses on developing and testing the AI agent's ability to assess compliance with the Dubai Building Code. In the second phase, the system will be piloted with a group of selected engineering consultancy firms so the municipality can evaluate its performance and collect feedback before wider use.
The final phase involves a full rollout of automated permit issuance for all private and investment villa applications submitted by engineering consultancy firms. At that stage, the system will be integrated into the Build in Dubai platform, the digital channel through which such applications are processed.

Eng. Mariam Al Muhairi, CEO of the Building Regulation and Permits Agency at Dubai Municipality, said the project goes beyond simple digitisation. "This project reflects Dubai's vision of using artificial intelligence not merely to improve government services, but to fundamentally redesign them by creating a digital ecosystem capable of making accurate and efficient decisions in line with the highest regulatory and engineering standards," she said.
She added that automated permit issuance "marks a transformative milestone in the customer journey, accelerating service delivery, enhancing service quality, and supporting the objectives of the Dubai Economic Agenda D33 and Dubai's annual plan to accelerate AI adoption." According to Al Muhairi, the effort is ultimately aimed at "building a more efficient, agile and future-ready government while reinforcing Dubai's position as the world's best city to live, work and invest."

For property owners, developers and the engineering consultancy firms that prepare villa building applications on their behalf, the shift promises a faster path from submitted drawings to an approved permit, provided the pilot phase confirms the AI system performs reliably against the Dubai Building Code before the full rollout on the Build in Dubai platform.
